Board of Directors



MARTY PERRETT has been a resident of Bay County for over 39 years.  He grew up in the Lynn Haven area graduating from Mosley High School in 1987 and also from Gulf Coast Community College. In 2004, after many years in the insurance business, he began his career in banking where he currently serves as Vice President at First National Bank Northwest Florida.

Over the years Marty has been very active in our local community as a youth baseball coach and through many local clubs and organizations. He is currently President of the Haven Family Foundation and serves on the Board of Directors and as an Executive Board Member of the Bay Building Industries Association (BBIA). In the past, he has served as President of the North Bay Haven Baseball Boosters Club, President of the North Bay Haven Boosters Inc. Board, President of the North Bay Haven Cheerleading Booster Club and President of the Emerald Coast Red Elephant Club. He is also very involved at his church, First Baptist Church of Panama City, where he has served over 19 years as a Children’s Worship Leader.

Since 1994 Marty has been happily married to his wonderful wife Laurie.  They have three children: Harrison (NBH Class of 2014), Grace (NBH Class of 2018) and Sophia who is currently a Jr. at NBH.

Vice President

AMANDA JOSTEN  is a life-long Bay County local who is passionate about the education of our students. After graduating with Arnold High School's charter 4-year class; she went on to receive a BS in Political Science from Florida State University in Tallahassee. She then moved home to Panama City and married Brad Josten, also a Bay County Native. They have 3 kids, 2 of which are students at Bay Haven Elementary and one who will join the Bobcats in just a few years. With her young family, Amanda plans to be a part of the Haven Family for many years to come.


RAE COTTON is a local business owner / multimedia Consulting and marketing professional with over 20 years experience.  She and her husband, Allen, have been married 27 years.  Their twins started  at NBH in the 2nd grade, when NBH first opened in 2010 and were a part of the first 6th graders at the new NBH campus off Hwy 390.   Rae was an active member of the NBH PTSP Board for over 6 years. She served as Vice President of Communications and Chaired the NBH Glow Run, formally Turkey Trot, for 4 years.  She first got involved with the Foundation as a member of the   Direct Contribution Committee for the Capital Campaign. 


CRYSTAL NIXON  has been a resident of   Bay County for over 14 years. She received her Bachelors of Science in   Accounting from Florida State University and her Masters of Business  Administration from Troy University. She is a CPA in which she is a   partner with Purdue, Skinner and Nixon.         

Crystal is married to Mike Nixon, Jr. They have 5 children ages 4, 5 and 8. Their oldest two children attends   North Bay Haven Charter Academy.


Foundation Director

JENNY REEVES  has been a resident of Bay County for 8 years. She received her Bachelor of Science in Biochemistry from Old Dominion University in Norfolk, Virginia. She has been an Undergraduate Chemistry Laboratory Instructor for the University of ODU, A Teacher of Physics and Chemistry for South Texas Independent School district and was the District Manager for Childcare Network for the past 8 years serving over 1000 children from Birth-12 years in the Florida Panhandle and Southern Georgia area, currently she is studying to be an RN at Gulf Coast State College. She took on the role as a Director of the Haven Family Foundation in October 2015 and is eager to work with everyone to build a strong Foundation for the present and future students of all three campuses. She is Married to Jack Reeves, who works for the Department of Homeland Security and has two children; Genesis who has attended Bay Haven since 2nd grade and will be going to North Bay Haven as a 9th grader this year and Jillian who will be attending Bay Haven as a Kindergartner this year.  

Chief Education Officer

LARRY BOLINGER has over  forty-second years in public   education, He still retain the same enthusiasm and anticipation that he had in   his first year. During his career, he have had the opportunity to teach language   arts and social studies at the middle and high school levels for the first   twelve years, then English and speech at the college/university level as an   adjunct for many years as well. For the past thirty years, he has worked in   school administration as a district supervisor, assistant principal,   principal and superintendent. he earned a bachelor’s degree in English in   1973, a master’s in administration and supervision in 1977 and an education   specialist’s in English Education in 1997. 

His lovely wife, Jane and him have been happily   married for forty-two years and have been blessed with two wonderful   children, Brian and Jill, who are both adults now. We have also been blessed   with two wonderful grandchildren.

He is looking forward to continuing to be a part of the Bay Haven family and to do all that he can to assist the school in maintaining its already established record of educational excellence and success.
